HULL HOUSING REHABILITATION PROGRAM
The Town of Hull's Housing Rehabilitation Programs have been funded through both the Federal Community Development Block Grant program and the HOME program. The Town of Hull applies to the Commonwealth Of Massachusetts Department of Housing and Community Development for rehab funds every time money is made available. The housing rehab program, starting in 1992, has directly benefited over 90 households. All single to four family homes located in the Town of Hull are eligible. Owner-occupied and rental properties are eligible. Eligibility for financing is determined by the income of occupant (homeowner for owner occupied units, tenant for rental units) and is based on the most recent federal income limits. All town fees and taxes must be current.
The Rehab Program targets properties with existing code violations occupied by low and moderate income households. Work completed has included: asbestos removal, new roofs, lead paint removal, new electrical systems, window, door and siding replacement and heating system repair and replacement. Persons who have received a housing rehabilitation loan from the Town within the last five years from the date that applications are made available are not eligible to apply.
Assistance has been offered to eligible residents through interest free deferred payment loans (DPL) and permanent loans as follows:
DPL requires no monthly payments as long as the owner does not sell or transfer title of the property during the term of the loan, maximum of 15 years. A prorated portion of the DPL will be due to the Town if the property is sold or transferred or if the owner is found to be in noncompliance with program regulations, during the loan term. The DPL is secured by a mortgage recorded at the Plymouth County Registry of Deeds. The DPL amount is equal to 50% of the total loan.
Permanent Loans also require no monthly payments. However, the full amount of the loan is due and payable upon sale or transfer of title of the property regardless of when that sale or transfer occurs. The permanent loan equals 50% of the total loan amount. The Permanent Loan is secured by a mortgage recorded at the Plymouth County Registry of Deeds. The Permanent Loan amount is equal to 50% of the total loan.
Applications will be made available as rehab funds are awarded to the town. As in the past, all programs will be advertised in the local media.
